Series Preview: New York Mets vs. Washington Nationals

The Mets can pass the Nationals in the standings with a series victory this weekend. Wait, what?

What's going on with the Nationals?

A big theme for Washington all season long has been the team's failure to score enough runs to support its outstanding pitching staff. The Nats are seventh in the majors in ERA (3.68) and 27th in runs scored. The offensive futility continued to rear its ugly head after the All-Star break, as Washington lost its first six games of the second half to the Dodgers and Pirates while averaging just 2.2 runs per game.

Matters almost got worse for the Nationals on Sunday. In the fourth game of their series versus Pittsburgh, the Nats held a 7-3 lead heading into the ninth inning, but Rafael Soriano and Ian Krol combined to give up four runs in the frame. Fortunately for Washington, its best hitter Bryce Harper came to the rescue and hit a walk-off two-run home run in the bottom of the ninth to bring a giant sigh of relief to the nation's capital.

There is still much work to be done in Washington, though. The Nationals -- considered by many to be a shoe-in for the playoffs when the season started -- are eight games back in the NL East and 9.5 games back for the Wild Card. With Jayson Werth heating up, the team might be finally getting the offensive boost it needs, but there are still issues to sort out in the back of the rotation. With fifth starter Taylor Jordan approaching a team-mandated innings limit (doesn't that sound familiar?), the Nationals have to decide if they want to just let Jordan run out of innings or rest him and let Ross Ohlendorf (or someone else) take some starts.

Who are these guys?

Anthony Rendon is a rookie second/third baseman who has done an admirable job filling in at the keystone for the black hole that is Danny Espinosa. Drafted by the Nationals out of Rice as the sixth overall pick in the 2011 draft, Rendon has moved quickly through the minors, and while he doesn't have the power/speed combination that was Espinosa's calling card, he does at least make contact every so often. Rendon is batting .273/.323/.412 in the majors so far, and that's plenty when you consider what Washington was getting out of second base before he arrived.

Taylor Jordan actually started the season pitching for High-A Potomac, but now he's made five starts in the big leagues, and he hasn't been awful! How cool is that? Jordan doesn't have the stuff to be a big-time strikeout pitcher, but he has superb control. In the minor leagues this season, Jordan had 72 strikeouts and just 15 walks in 90.1 innings, and he's translated that into 14 strikeouts and four walks in 29.1 MLB innings. Obviously, the strikeout rate has dropped, but his 3.68 ERA goes to show you how it's not too tough to have success in the bigs if you just throw the ball over the plate.

Friday, Game 1: Jordan Zimmermann vs. Jenrry Mejia

As awesome a pitcher as Zimmermann is, he was dreadful in his last start against the Dodgers. On Sunday, Zimmermann allowed seven runs in two innings in what was the shortest start of his MLB career. With just 20 walks in 134.1 innings this season, the Mets may be better off doing what the Dodgers did and abandoning their patient approach in favor of increased aggressiveness. Of course, that's really what Marlon Byrd and John Buck have been doing all season, so they just should keep swinging away in order to keep Zimmermann from getting ahead in counts. On June 4, Zimmermann beat the Mets with eight innings and zero earned runs allowed, but back on April 21, the Mets wore him out. They forced Zimmermann to throw 96 pitches in five innings during a 2-0 New York win.

Friday, Game 2: Ross Ohlendorf vs. Matt Harvey

As big a mismatch as Zimmermann vs. Mejia is, the Mets look to have the tables turned in the nightcap on Friday. Well, the tables won't be turned that much, because Ohlendorf has pitched rather well lately. In 26.2 innings of mostly relief this season, Ohlendorf has a 2.03 ERA and 0.94 WHIP. His last outing was in relief of Zimmermann during that awful game against the Dodgers, and Ohlendorf did a fine mop-up job with two runs allowed in six innings. Six relief innings! Needless to say, Ohlendorf is stretched out enough to start a game. In his only other start of the season, Ohlendorf allowed one run in six innings during a Nationals victory at Colorado in June.

Saturday: Dan Haren vs. Dillon Gee

Haren is not the posterboy for using strikeout-to-walk ratio to evaluate pitchers. Despite his 87 strikeouts and 18 walks in 98 innings pitched, Haren has a 5.79 ERA, and it's not hard to see why. His low walk rate has not helped Haren avoid a 1.41 WHIP, but the real killer is his 21 home runs allowed. It seems like Haren will never be a great pitcher again, but with his ability to strike batters out while walking just a few, you have to figure he'll be useful at some point again. Nevertheless, his last start was a microcosm of his season so far. Haren struck out six and walked one against Pittsburgh on Tuesday, but he allowed five runs on two home runs and had to leave after five innings. Back on June 5, the Mets needed just four innings to hit three home runs off of Haren in a 10-1 whooping.

Sunday: Taylor Jordan vs. Carlos Torres

Jordan made his MLB debut against the Mets last month and allowed one earned run in 4.1 innings. What I failed to mention above is Jordan's ridiculous 62-percent ground ball rate this season. They don't keep the stat for the minor leagues, so it's unclear just how unsustainable that is, but it will be interesting to see how long Jordan can keep that up. Meanwhile, Torres has been a delightful fill-in for the Mets, hasn't he? I just found out that his strand rate is 96 percent, though. I guess something had to give with an ERA below 1.00, but an xFIP of 3.22 isn't very pessimistic.

Bryce Harper's walk-off home run against Pittsburgh on Sunday felt like a season-saving hit. It was celebrated as such.

Study finds why black women less likely to survive breast cancer

Black women continue to have lower breast cancer survival rates than white women.

Data on 5-year survival rates revealed that black women have fewer screenings, poorer health at the time of diagnosis and more advanced disease when the cancer is found, a new study released in the July 24/31 issue of JAMA revealed.

The authors explained that for the last two decades, the U.S. has been aware of the disparities in treatment between ethnicities and races.

The American Cancer Society says that women have a 93 percent 5-year survival rate if their breast cancer is caught at stage 0. That percentage drops to 88 percent if the cancer is at stage I. If the cancer is at stage IV, the 5-year survival rate is 15 percent.

The researchers looked at 7,375 black women aged 65 years and older diagnosed with breast cancer between 1991 and 2005 and compared them to 7,375 white patients. The patients came from 16 U.S. Surveillance, Epidemiology and End Results (SEER) sites in the SEER-Medicare database.

All the patients received follow-up care through December 2009. Each black patient was matched to a white patient in three different categories: demographics (age, year of diagnosis and SEER site), presentation (demographics plus co-existing conditions and tumor characteristics) and treatment (presentation plus aspects of surgery, radiation therapy and chemotherapy).

The researchers found for 5-year survival rates, 69 percent of white women were still alive compared to only 56 percent of black women. Overall, black women had a 12.9 percent less chance of surviving to that 5-year mark. When all categories were factored in, the average survival rate was still 4.4 percent lower for black women.

Around 12.6 percent of black patients did not receive any treatment for their breast cancer, compared to 5.9 percent of whites. The average diagnosis to treatment time for black women was 29.2 days, but for white women it was just 22.5 days. Black women were also less likely to start treatment within three months of diagnosis. They were also more likely to just receive breast-conserving surgery without any additional treatment (like chemotherapy, surgery or radiation) than their white counterparts.

"By the time blacks (visit a doctor), they're so sick that treatment isn't changing the outcomes," lead author Dr. Jeffrey H. Silber, director for the Center for Outcomes Research at Children's Hospital in Philadelphia, said to the Los Angeles Times. "The outcome is already fated to be poor when patients come in with such advanced disease."

Silber added that the issue may boil down to the fact that black women don't get enough medical care so the disease can be caught earlier. When compared to their counterparts, black women were 8 percent less likely to have at least one primary care visit and were about 12 percent less likely to be screened for breast cancer. They also had significantly lower rates of colon cancer and cholesterol screening.

"It's a primary care problem," he said.

In an accompanying editorial published in the same issue, Dr. Jeanne Mandelblatt, associate director for population sciences at Georgetown University in Washington D.C., said there were some slight problems with the study's methodology. For example, the authors didn't factor in how hormone therapy given after initial treatments could lower the risk of death for patients, and some of the data regarding chemotherapy was incomplete.

Dr. Laura Kruper, director of the Cooper-Finkel Women's Health Center and co-director of the breast oncology program at the City of Hope Cancer Center in Duarte, Calif., told HealthDay that she agreed that the missing information on treatments did take away from some of the accuracy of the study. She pointed out, however, that it was almost impossible to know all those factors and take them into consideration.

"In a statistically elegant way, they (the researchers) tried to parse out where the disparities in survival were," Kruper, who was not involved in the study, said. "Now we need out figure out why they are presenting later. It's not just screening. It's about access, and it's due to education and socioeconomic factors."

Mandelblatt agreed though that the researchers' conclusion was correct overall.

"Ultimately, for any cancer control strategy to succeed, improved care quality appears to be a necessary, but not sufficient condition to eliminate race-based mortality differences in the U.S.," she wrote.

Many Patients Getting Needless Heart Test, Study ... - Health.com

MONDAY, July 22 (HealthDay News) ? Many patients get heart tests called echocardiograms unnecessarily, according to researchers from the University of Texas Southwestern Medical Center at Dallas.

Echocardiograms ? noninvasive ultrasound tests that reveal how well the heart is functioning ? are safe, but most patients who get them see no change in treatment. Therefore, they are not clinically useful, the researchers said.

?The majority of echocardiograms are appropriate in terms of current guidelines,? said lead researcher Dr. Susan Matulevicius, an assistant professor in the medical center?s cardiology division. ?But no one has looked at what an echo does to change a patient?s management.

?If we keep using echoes all the time just because we can and we are not going to be doing something with that information, you are just using health care dollars that could have been used for someone else,? Matulevicius said.

However, not all heart experts agree with her conclusions, which were published online July 22 in the journal JAMA Internal Medicine.

Echocardiograms cost between $100 and $1,000 depending on where in the United States they are done, and they account for almost half of all cardiac-imaging services performed in the country, according to the study. In 2010, echocardiograms accounted for more than $1.1 billion ? 11 percent ? of total Medicare imaging costs, the researchers said.

Millions of dollars could be saved each year if only patients who needed the test got it, Matulevicius said.

For the study, the researchers reviewed data on 535 patients who underwent echocardiograms at UT Southwestern Medical Center in April 2011. They found that only one in three tests resulted in a change in the patient?s care.

Nearly half resulted in continuation of the patient?s current care, the study found.

The findings suggest ?there are limitations to the current guidelines,? Matulevicius said.

Echocardiograms are appropriate for many patients, such as those with heart failure, she said. However, many patients get the test because it is widely available and their doctor wants it done as a matter of course.

Matulevicius said diagnostic tests shouldn?t be ordered unless they are likely to change the patient?s care. ?A diagnostic test can give us information, but it doesn?t necessarily impact patient care,? she said.

Patients should ask their doctors why they want a specific test done and what they expect to learn from it, she said.

?Being a more informed consumer is important and also allows better communication between your physician and you, so you can understand what?s going on,? she said.

One expert disagreed with the study?s conclusions. The end point the researchers used ? a change in patient care ? isn?t a definitive reason to limit the use of echocardiograms, said Dr. Gregg Fonarow, a professor of cardiology at the University of California, Los Angeles, and a spokesman for the American Heart Association.

?The American College of Cardiology partnered with other professional societies to develop so-called appropriate-use criteria,? Fonarow said. ?These criteria are being increasingly applied to help ensure that diagnostic testing is ordered and performed when it is most consistent with current evidence and guidelines.?

This study found that the vast majority of echocardiograms at one medical center were deemed appropriate based on the current criteria, he said.

?However, the criteria the investigators used to determine so-called clinical usefulness has not been validated and thus any further implications of this study are uncertain,? Fonarow said.

Brazil?s Gabriel Medina and France?s Maxime Huscenot qualified for the men?s main event at the Association of Surfing Professionals (ASP) Prime Vans US Open of Surfing after emerging triumphant in their respective Round 3 heats of the trials that went down at the Huntington Beach Pier in California, America, on Sunday, July 21, 2013.

Australia?s Garrett Parkes and his fellow countryperson Heath Joske made it to the main event as well after securing second behind in their Round 3 heats, finishing behind Medina and Huscenot respectively.

Medina, an ASP World Championship Tour contender, had made an entry error and was therefore forced to make his way into the main event by competing in the trials.

?I forgot to sign up for the event, but I?m pretty stoked to make the trials,? Medina said. ?I knew it was going to be hard and I was just trying to get a few waves and warm up for the main event.?

The talented 19-year-old Brazilian surfer pretty much stole the show during his heats, especially the opening heat of Round 3, which had him pitted against Parkes, Hawaii?s Kiron Jabour and his compatriot Tanner Hendrickson.

Medina showcased his backhand and forehand surfing while hunting for big scores and successfully managed to get his hands on an 8.60 and 7.50-point ride, which allowed him to finish with a winning heat-total of 16.10 points.

Parkes got through into the main event as well after finishing with a heat-total of 12.04 points to secure second place.

Jabour and Hendrickson, however, got eliminated for finishing with a heat-total of 11.37 and 9.67 points respectively.

The second heat of Round 3 saw Huscenot qualify for the main event after a convincing victory over Joske, his compatriot Chase Wilson and America?s Ian Crane.

The 21-year-old French put on a standard performance to collect a couple of scores in the six-point range to finish with a decisive heat-total of 12.34 points.

Joske finished behind him in second place with a heat-total of 9.60 points to successfully make his way through into the main event as well.

Wilson registered a heat-total of 7.27 points, while Crane finished with a two-wave total of 5.74 points. Both the surfers found themselves out of the competition.

Biden in India to boost trade

NEW DELHI // The US vice president, Joe Biden, arrived in India yesterday on a trip that will focus on boosting trade and regional security ties and strengthening a strategic partnership that has languished in recent years.

Mr Biden's four-day visit, which will include a meeting with the prime minister, Manmohan Singh, is viewed as a major step in promoting Barack Obama's focus on forging strong partnerships in the Asia-Pacific region aimed at counterbalancing China's power.

Mr Biden and Indian leaders were expected to discuss hurdles to trade and restrictions on US companies doing business in the Indian marketplace.

The US vice president's first stop after his arrival was a ceremonial visit to a museum dedicated to India's independence hero, Mahatma Gandhi.

During formal talks today, Mr Biden and Indian officials will focus on ways to expand bilateral trade that stands at US$100 billion (Dh367bn), officials said.

In Washington on Thursday, Mr Biden noted that trade between the countries had increased five-fold over the past 13 years, but there was no reason it should not expand five times as much again.

Despite increasing trade, US business groups have complained about the slow pace of economic reform in India and have urged New Delhi to open its markets further. The Indian government in recent months has loosened rules governing foreign investment in some areas of the economy.

American businesses have been pressuring the Obama administration to press India for stronger intellectual-property protection. New Delhi is expected to raise concerns about proposals in the US Congress that would curb visas for high-tech Indian workers.

India and the US will also discuss regional security, including efforts to end the conflict in Afghanistan.

Washington increasingly views India as a partner in developing Afghanistan, where New Delhi has provided $2bn in assistance. Washington also wants India to play a more active role in training Afghan security forces as the US and its Nato allies withdraw combat forces next year.

Several officers, one?employee treated for?injuries? By Jennifer Zartman Romano Providing an update for local residents, many of whom expressed confusion and concern regarding the chemical fire today at the C&R Plating factory in Columbia City, Mayor Ryan Daniel issued an assessment of the situation this evening. Reports indicate the fire started about 1 p.m. and the city's fire department was dispatched to the scene. "After receiving information on the suspected chemical, they attempted to put the fire out," Daniel said. "After methods failed to work, additional information was obtained regarding the chemical (Sodium Hydrosulfite-F) and their strategy changed." Outside, city police, aided by county sheriff's deputies, began to divert traffic and evacuate the area. Meanwhile, Whitley County and Fort Wayne Haz-mat were called to the scene as was Whitley County?s Emergency Management Agency, Daniel said. "Eight blocks around the Chauncey and Line Street areas were evacuated at that time to prevent additional exposure to the fumes. An additional six blocks to the north of the evacuated area were asked to shut windows and turn off air conditioning units to prevent fumes from entering buildings," he added. Daniel says the fire was extinguished around 2:45 p.m. and the chemicals were disposed of carefully. Hawke and Delpy remain as charming as ever, and their combined goofiness is more endearing than annoying.

Love is messy here, life cannot be controlled, satisfaction is far from guaranteed. Romance is rocky at best. But romance still is.

Though "Before Midnight" is often uncomfortable to watch, it's never less than mesmerizing - and ultimately, a joy to walk with this prickly but fascinating couple again.

"Before Midnight" is heartbreaking, but not because of Jesse and Celine. It's the filmmakers' passions that seem to have cooled.

Before Midnight is fascinating to watch, and so long as Celine and Jesse are communicating, there's still hope.

How (Jesse and Celine) try to rekindle that flame is what drives Midnight, a film that feels so authentic it's like overhearing a conversation you're not sure you should be hearing.

The release of each sequel is becoming an event, so it's particularly great to see Before Midnight not only meeting expectations but raising the bar.

It's a brave, challenging and essential installment in what is one of modern cinema's finest trilogies.

The beauty of this film - like the two before - is its natural flow of conversation and ability to engage and transport us into the moment

Before Midnight is no romance. It's a horror movie.

Takes its traditional romantic tale into more insightful territories.

Hawk and Delpy know just how to get under your skin. Their onscreen alter egos fit like a glove, and witnessing their ageing, nagging, toying love is a true privilege.

What lifts Linklater's trilogy above your average dialogue-heavy indie is not just the intelligence of the conversation but its frankness and humor.

There's not a hint of melodrama or falsity in the Before series.

The 'Before' trilogy is a vacation for me. I am taken away, and it is never for long enough. I genuinely feel lucky to have these movies.

I'm not sure this is the end of Richard Linklater's 'Before' trilogy. It's perfection just as it is, but then again, Linklater has nine more years to work on the sequel.

Loving words mix with personal attacks, the magic moments with the unintended slights, as we witness the occasional desperation of imperfect people doing the best they can when life moves beyond meet-cute and courtship. That's authentic.

Linklater and his players bring an end to the fantasy and welcome the thrilling ups and bitter downs of reality to this love story.

Like the first two films, it reflects the real world in a way that seems almost preternatural. It's just that, here, the real world is a harsher, more disappointing place.

The duo, clearly so comfortable in their characters' skin, indulge in intelligent banter, sharp humour and emotional truths.

So much better written than contemporary novels, this film is a literary as well as cinematic achievement to cherish. For grown-ups.

As before, it's often very funny, with Jesse and Celine swapping Woody Allen-esque one-liners - nicely snarky, appealingly abrasive.

The acting, the dialogue and direction are superb.

None of the films is faultless in itself, but, tinted with complementary tones, the complete cycle comes as close to perfection as any trilogy in cinema history.

Marvelous. It's impossible to shake the feeling that we are merely eavesdropping on reality. Witty, wise, and -- most important of all -- truly romantic in ways that movies usually aren't.

It's been 18 years since Hawke, Delpy and Linklater introduced us to Jesse and Celine, and their story just gets richer, funnier and more punchy each time we see them. In 1995's Before Sunrise, they were idealistic 23-year-olds.

To Influence the House, Try a Light Touch

When House Republicans head home for August recess in a few weeks, they'll be greeted by activists, constituents, ads and news stories pushing for immigration reform -- that is if the immigration reform advocates are successful.

Immigration reform supporters are hoping to convince House Republicans to continue the work the Senate started by passing legislation this fall. But advocates realize they must tread carefully, which is why they're not saying much about who they're targeting or what they're planning.

"People who want to get to yes, need space to get to yes," is how one pro-immigration reform lobbyist put it.

So it's no wonder that some on K Street were no fans of a push earlier this week by Sens. John McCain and Chuck Schumer to unleash a lobbying juggernaut this summer targeting House Republicans. A move that, not surprisingly, was also not welcomed by House Republicans.

If McCain, Schumer and their Gang of Eight colleagues want to influence the House, they might want to start by treading a little more lightly.

Secretary of State John Kerry said today that Israel and Palestinians will soon meet in Washington to finalize terms intended to renew peace negotiations for the first time in five years, the Associated Press reports. Kerry met with Palestinian President Mahmoud Abbas in the West Bank town of Ramallah earlier today as part of an ongoing effort to resume stalled talks in the region, and also reportedly spoke via phone with Israeli Prime Minister Benjamin Netanyahu. The two sides are working to agree on a starting point for negotiations concerning border disputes between a Palestinian state and Israel. The Arab League on Wednesday endorsed Kerry's proposal, leading some to believe Abbas will also be receptive. Read more

SENATE POISED TO VOTE ON STUDENT-LOAN MEASURE. Despite the possibility of some Democratic opposition, a deal brokered by senators to roll back interest rates on some student loans is poised to come to the Senate floor next week?and may also get a reasonable reception in the House, National Journal's Elahe Izadi and Michael Catalini report. The agreement, reached Wednesday evening and announced during a bipartisan news conference Thursday, puts the Senate closer to positions held in the House and by the president, and moves the chamber beyond two failed Democratic attempts to temporarily extend lower rates. A vote on the package is expected on Tuesday, a Senate Democratic leadership aide said. Read more

HOUSE GOP PASSES BILL TO REPLACE 'NO CHILD LEFT BEHIND.' House Republicans passed legislation today designed to give state and local governments more autonomy on education matters while reducing federal oversight, the Associated Press reports. The bill, passed 221-207 with no Democrats supporting it, is meant to replace the controversial 2002 No Child Left Behind law that expired in 2007. It would eliminate NCLB's testing and teacher evaluation systems and give states and local school districts more ownership over measuring student learning and progress. "This legislation will restore local control, empower parents, eliminate unnecessary Washington red tape and intrusion in schools and support innovation and excellence in the classroom," said Rep. John Kline, R-Minn. Read more

RUSSIA UNAWARE OF SNOWDEN PLANS FOR CITIZENSHIP. A spokesman for Russian President Vladimir Putin said today that Putin's government is not privy to any plans former National Security Agency contractor Edward Snowden might have to pursue Russian citizenship, Reuters reports. "Citizenship? This is the first I've heard of it. It's news to me," the spokesman said. Snowden, who remained marooned in a Moscow airport transit zone, filed for temporary asylum in Russia this week, according to a Russian lawyer who is assisting the fugitive wanted for leaking top-secret information about NSA surveillance programs. Also today, Sens. Lindsey Graham, R-S.C., and Chuck Schumer, D-N.Y., introduced a resolution asking Russia to hand over Snowden to the United States. Read more

WHITE HOUSE STILL OPTIMISTIC ABOUT HEALTH CARE ROLL-OUT. Despite the fact that only half of governors signed their states up for Medicaid expansion so far and the delay of the implementation of the health care law's employer mandate, the White House remains optimistic that state insurance exchanges will be successful, The Atlantic's Garance Franke-Ruta reports. But even if 2.7 million young people and 7 million overall enroll in the health exchanges, as predicted, tens of millions will still be left uninsured going into the second year of the law's roll-out. Though the White House is confident the law will become more popular as more people benefit from it, the pace at which people sign up may be too slow to change public opinion any time soon. THOUSANDS RALLY IN SUPPORT OF MORSI. Protesters calling for the reinstatement of deposed Egyptian president Mohamed Morsi held demonstrations in Cairo today, the Associated Press reports. The activists responsible for sparking the protests that resulted in Morsi's removal from power planned a demonstration in Tahrir Square to coincide with the Islamist protests, raising anew the fear of violence in the Egyptian capital. Police and military troops were deployed around government buildings in Cairo to deter protesters from becoming violent. Small incidents of violence have been reported but the greater violence of the past few days has been avoided thus far. Read more

IMMIGRATION BACKERS PREPARE TO PUSH HOUSE. With the August recess fast approaching, backers of comprehensive immigration reform are readying targeted campaigns and large-scale rallies to keep the legislation alive during the break, the Associated Press reports. Senators distributed a list of 121 "persuadable" House Republicans to various pro-immigration organizations earlier this week so that campaigns could be built for specific congressional districts. House Speaker John Boehner, R-Ohio, hoped for House action on immigration before the recess but refuses to consider the comprehensive Senate bill that was passed last month, favoring a piecemeal approach to reform. TERRORISTS AIMING FOR BLOODY FINAL FIGHT WITH U.S. TROOPS IN AFGHANISTAN. The Taliban and other terrorist networks are plotting to engage U.S.-led forces in Afghanistan with a bloody fighting season ahead of the Obama administration's 2014 troop withdrawal deadline, The Hill reports. Foreign insurgents like the Pakistan-based terror group Haqqani Network plan to send fighters into Afghanistan. "The madrassas are emptying" in Pakistan, said Lt. Col. David Hamann. Pakistani militants are reportedly ordering every family to send all fighting-age males into Afghanistan in an effort to inflict as much damage on U.S. forces as possible before they leave. JUDGE REJECTS DETROIT BANKRUPTCY FILING. Ingham County Circuit Court Judge Rosemarie Aquilina on Friday ordered Detroit emergency manager Kevyn Orr to withdraw the bankruptcy petition he filed Thursday on the city's behalf, Reuters reports. Aquilina challenged the constitutionality of the state law which empowered Michigan Gov. Rick Snyder to approve the bankruptcy filing. Detroit on Thursday became the largest city in U.S. history ever to file for bankruptcy. The Chapter 9 filing ? caused principally by steep population decline and a falling tax base and seen by many as an inevitability decades in the making ? would allow for liquidation of city assets and could prompt reduction of city services, higher taxes and hundreds of millions in legal and financial fees. President Obama and his senior advisors are watching the city's economic situation." Read more

Movie review: Bloody plot doesn?t match self-importance of ?Only God Forgives?

In the disappointing "Only God Forgives," writer-director Nicolas Winding Refn and star Ryan Gosling double down on the brooding atmosphere they created in "Drive," but with less to show for it.

Gosling plays Julian, an American running a drug-smuggling operation in a Bangkok boxing club. Then Julian?s unstable brother, Billy (Tom Brown), murders a teen prostitute. A retired police commander (Vithaya Pansringarm) enacts a rough justice by letting the girl?s father kill Billy ? after which the commander, known as the "Angel of Vengeance," cuts off the father?s arm.

?Only God Forgives?

Opens Friday, July 19, at the Broadway Centre Cinemas; rated R for strong bloody violence including grisly images, sexual content and language; 90 minutes.

That settles things in Julian?s mind, but not in the view of his hard-ass mom (Kristin Scott Thomas), who flies in to berate him for not avenging Billy?s death. Mom is determined to correct that oversight, which sets her and Julian on a blood-soaked collision course with the commander.

The plot has the spirit and violence of a classic exploitation thriller, but Winding Refn tries to pump up the story?s self-importance by setting a glacial pace that highlights Larry Smith?s luxurious cinematography and Cliff Martinez?s dense, pounding score. It?s as if Stanley Kubrick had directed a Quentin Tarantino script, and those two moods do not make a coherent pairing.

NASA's Aqua satellite captured an image of California's Mountain Fire on July 18 as the satellite passed overhead in space.

The Moderate Resolution Imaging Spectroradiometer (MODIS) instrument that flies aboard Aqua captured an image of the smoke and heat from California's Mountain Fire on July 18 at 21:00 UTC (5 p.m. EDT/2 p.m. PDT). MODIS has the ability to detect hot spots or fires and they appear red in the image. At the time of the image, the light brown smoke plume was blowing west-northwest.

The Mountain Fire started on July 15 at 1:43 p.m. near the junction of Highway 243 and Highway 74. The topography of the burning area is very steep and rugged. The fire is located in the southern portion of the San Jacinto Wilderness along the Desert Divide.

The Incident Information System called InciWeb noted that evacuations have been ordered. There are evacuations for the Idyllwild and Fern Valley area (not including Pine Cove, Mountain Center, and Poppet Flats). Evacuations also include the San Jacinto State Park Wilderness, Forest Service Wilderness and Forest Service Campgrounds.     Pacific Rim (for Android)

    Pacific Rim, Guillermo del Toro's big-budget monster movie, rumbles onto Android devices as an eponymous $4.99 mobile game from Reliance Games. The action title seeks to recreate the flick's massive silver-screen jaeger-versus-kaiju battles, but the game lacks the scale, not to mention engaging gameplay, to be anything more than a stationary button-masher.

    If you're expecting a knock-down, drag-out game in highly destructible environments, tread lightly; Pacific Rim is only half of that. The game offers plenty of button-mashing as you throw haymakers, evade incoming attacks, and parry blows in urban and aquatic environments, but there's a distinct lack of scale or environment. There are a few cursory buildings in the background, but you can't navigate between them or slam kaiju into them on command?you're locked into a tight combat zone. King of the Monsters for the Neo Geo, a video game from 1991, does a far superior job of emulating the giant monster battles seen in many Japanese kaiju flicks?and it's more than 20 years old.

    That said, Pacific Rim does have a few attractive features. Defeating kaiju earns experience points and in-game currency (PP) used to improve a jaeger's combat prowess Pacific Rim (stronger shields, health regeneration, air strikes, new mechs). You can also use real-world cash to buy in-game money ($1.50 equals 2,000 PP). You ca Angry Birds n also earn cash by sharing kaiju data cards (via Facebook), which sometime appear after you win matches. There are also Career and Survival modes that let you engage in a single-player story or run a gauntlet, respectively.

    Pacific Rim is a visually attractive game that features detailed mechs and monsters, but its backgrounds and enemies are recycled far too often for my taste. A one point, I battled the same crab-like kaiju four times in a row! That's a little insane. A cinematic score adds a sense of drama to the combat, but it isn't enough to elevate to the ho-hum fighting.

    Whether or not you should buy Pacific Rim depends on how hard up you are for punching monsters in the face with a metallic fist. You will do that, but in the most repetitious manner possible. Power ups and special attacks break the tedium a bit, but only diehard kaiju fans should dive in.

    Block Multifamily Announces Property Management Joint Venture with Balfour Beatty Communities

    KANSAS CITY, MO - Block Multifamily Group has announced a joint venture that will allow it to pursue property management opportunities nationally in the HUD-insured, tax-credit-financed and rent-subsidized multifamily housing sector.

    Block Multifamily, a sister company to Kansas City-based Block Real Estate Services LLC, has partnered with Philadephia-based Balfour Beatty Communities LLC, a leading provider of property management and development services for the multifamily, military and student-housing markets.

    Balfour Beatty will provide the management boots on the ground for the contracts the joint venture secures. Block Multifamily will perform the complex administrative and compliance duties involved in the niche the partners are pursuing.

    Bill Larson, president of Block Multifamily, said the joint venture will pursue management of conventional U.S. Department of Housing and Urban Development-insured, Section 42 (low-income housing tax credit) and Section 8 (rent-subsidized) properties.

    ?This is a huge deal,? said Ken Block, managing principal for Block Real Estate Services. ?The first deal we?re working on involves thousands of units.?

    If the joint venture wins that management contract, Block added, Block Multifamily probably will have to revise its recently announced goal of increasing property under management to 2,000 units a year.

    That goal was based on Block company plans to acquire and develop multifamily projects and win third-party management contracts. Larson said the joint venture will boost the latter part of that equation by pursuing management contracts that come up for bid or have been lost because of compliance issues. It also will pursue management of newly constructed HUD, tax-credit and housing authority properties.

    Block Multifamily Group is a new company, formed earlier this year. But it was created through a merger with Overland Park-based Bristol Properties, which was led by Larson. His nearly 40 years of experience in multifamily property management includes extensive experience in dealing with tax-credit properties, HUD and other government agencies, Ken Block said.

    Both companies bring a significant geographic footprint and a depth of property management experience to the table.

    Balfour Beatty Communities has more than 37,000 residential units and $5.5 billion in real estate assets under management, and it has developed or renovated more than 27,000 multifamily units with a total value of close to $4 billion.

    Block Real Estate Services manages more than 22 million square feet of retail, office and industrial properties and more than 2,000 multifamily units for equity partnerships and third-party owners.

    Tournament of Roses president invites Rosemount High's marching band to the Rose Parade

    Wherever Tournament of Roses President Scott Jenkins shows up in his trademark red blazer, fanfare usually follows.

    Last weekend Jenkins visited Minnesota to officially invite the Rosemount High School marching band to perform in the Rose Parade. The band will be the first from Minnesota in seven years to play in the parade, which will be on Jan. 1, 2014, in Pasadena, Calif.

    As the representative of one of the nation?s biggest parades, Jenkins has the job of visiting the hometowns of the 12 high school bands selected to perform.

    ?It?s a lot of fun to learn about each of these communities, understanding how the high schools fit into the community, and getting to know the bands and their directors,? said Jenkins.

    The weekend included a pep rally at the high school, a tour of Rosemount, a meeting with University of Minnesota President Eric Kaler and a visit to local nonprofit Feed My Starving Children.

    On Saturday night at TCF Bank Stadium, Jenkins presented the Tournament of Roses flag to the 205-member band and officially invited them to perform.

    Steve Olsen, band co-director, said the invitation is a huge honor.

    ?It?s the Super Bowl for marching bands,? Olsen said. ?Only the best of the best get invited. It?s a big deal.?

    About 100 bands apply to participate annually. The application process takes two years and involves submitting a written application, video performances and letters of recommendation, said Olsen.

    Selection is based on ?musical talent, showmanship, marching ability and other entertainment factors,? Jenkins said. The selection committee was impressed with the amount of experience Rosemount?s three band directors had, Jenkins said, and the awards the band has won recently.

    The band has earned a national presence in the past five years, Olsen said, and won the state championship for seven consecutive years. They also do well at the ?Bands of America? super regional championships.
