DAYTONA BEACH, Fla. (AP) ? Five-time NASCAR champion Jimmie Johnson and crew chief Chad Knaus are back in the spotlight at one of racing's biggest stages ? and not for the right reason.

NASCAR confiscated part of their Daytona 500 car Friday because of illegal modifications, a rocky start to Speedweeks for a team trying to bounce back from its worst season.

Sprint Cup Series officials determined the No. 48 Chevrolet had illegally modified C-posts, an area of sheet metal between the roof and the side windows. It could lead to penalties for Knaus and the team.

Officials cut off the C-posts and planned to ship them to NASCAR's research and development center in Concord, N.C., for further testing. In the meantime, the parts in question were put on display for other teams to examine, a routine procedure for the sanctioning body.

NASCAR allowed the Hendrick Motorsports team to fix that area of the car before practice begins for the Feb. 26 Daytona 500. Qualifying is scheduled for Sunday.

"Well, it's a hell of a way to start the 2012 season," said Ken Howes, vice president of competition at Hendrick Motorsports. "But the car obviously failed inspection and NASCAR has directed us how they want it fixed and we're busy doing that. We're waiting on some parts to arrive and we'll put it back together and run it through inspection again."

The No. 48 team could be fined, docked points or both following the series' premier event.

"There's always a potential, but we'll just wait until after Speedweeks is over with," said Robin Pemberton, NASCAR's vice president of competition.

Knaus has been caught cheating before.

Most notably, he was ejected before the 2006 Daytona 500 after NASCAR found illegal modifications following a qualifying session. Last season, Knaus was caught on camera telling Johnson that if he won at Talladega he needed to "crack the back of the car," apparently to build an explanation in case the car did not pass post-race inspection. Nothing came of that situation.

Knaus has been fined and penalized several other times, too.

This situation doesn't appear to be as serious as it was in 2006.

"Ejection? No, no, we're good," Pemberton said. "That was a little bit different because that was a post-event we'd already been in. That wasn't a pre-race inspection or pre-qualifying inspection."

Knaus skipped a three-day testing session at Daytona last month. He was on a Hendrick Motorsports-approved vacation to South Africa that most who know the tightly wound crew chief believe will help him over the course of NASCAR's grueling 11-month schedule.

Johnson guessed it had been almost a decade since Knaus took his last real vacation. His commitment paid off with 55 victories since 2002 and a NASCAR-record five consecutive championships. His run with Johnson was snapped last season by Tony Stewart, and Johnson finished a career-low sixth in the final Sprint Cup standings.

It's unclear whether Knaus intentionally broke the rules or was merely pushing the limits of template tolerances.

Howes said modifying C-posts would provide an aerodynamic advantage.

"Yeah, any bodywork area, everybody's always looking," Howes said. "It's an area that you'll go as far as you can because, yes, it will affect the performance of the car. That's the nature of this kind of racing, especially at Daytona. That's an area that teams will work in. The 48 obviously went too far."

He said he hasn't asked Knaus for an explanation on how or why the modifications were made. He said it could be that the template didn't fit properly.

"You work within the templates the best way you think and you're trying to do a better job than the next guy," Howes said. "And I did not see the grid on the car, so I can't tell exactly where it missed, but NASCAR said it wasn't right, so it's not right. We don't have an argument with that."

Series director John Darby said he believed the other three Hendrick Motorsports cars ? those driven by Jeff Gordon, Dale Earnhardt Jr. and Kasey Kahne ? passed inspection.

He added that the No. 48 team should be able to get things fixed.

"If you watch the damage that they can repair in 50 laps, they're very, very talented," Darby said. "They are pretty simple panels. It's a matter of cutting the old ones out, welding new ones in. It'll obviously go back through inspection to make sure all the templates are correct."

Anonymous hacks more US government websites

The hacking group known as Anonymous has claimed a new series of hacks against the U.S. Federal Trade Commission and consumer rights websites.

The loosely organized collection of cyber rebels said it attacked the FTC's consumer protection business center and the National Consumer Protection Week websites.

Both sites were replaced with a violent German-language video satirizing the Anti-Counterfeiting Trade Agreement, or ACTA.

ACTA was recently signed by several countries, but restrictions on online piracy have prompted a growing protest movement.

A call to the Trade Commission rang unanswered before business hours Friday. An email seeking comment was not immediately returned.

The organization's main home page appeared unaffected by the attacks.

Venezuelans stage protest following oil spill (AP)

CARACAS, Venezuela ? Hundreds of protesters blocked streets and burned tires in eastern Venezuela on Wednesday to demand clean water after a recent oil spill polluted rivers and streams that supply local storage tanks.

"We have not had water for a week," said Maria Rodriguez, an angry 26-year-old housewife who joined the protest in the city of Maturin. "We don't have water to cook and bathe, and we don't have the money needed to buy bottled water everyday."

Crude oil began spilling from a ruptured pipeline on Feb. 4 near Maturin.

Monagas state Gov. Jose Gregorio Briceno declared a "state of emergency" following the spill, halting water distribution and closing schools in the state's capital of Maturin, which is located approximately 255 miles (410 kilometers) northeast of Caracas

Representatives of Venezuela's state oil company, Petroleos de Venezuela S.A., or PDVSA, have not revealed how much oil leaked into the river.

City mayor Jose Vicente Maicavares said approximately 2,000 people, including PDVSA employees, trying to contain the spill that has fouled the Guarapiche River.

Maicavares called for calm, saying officials were doing everything possible to resolve the problem.

"We understand the irritation," Maicavares told a news conference on Wednesday. "We can only be patient."

None of the protesters have been arrested, he said.

Ramiro Ramirez, environmental director of state oil company, told the state-run Venezuelan News Agency last week that workers have been using absorbent barriers to block the crude in the river.

They have also shut off water intakes along the river, where a drinking water purification plant is located, Ramirez said.

State oil company officials said a pipe that transports crude to a processing plant ruptured.

Ramirez said officials were investigating what caused the accident.

Obama: Strong US-China ties help rest of the world (AP)

WASHINGTON ? President Barack Obama assured Chinese Vice President Xi Jinping on Tuesday that the United States welcomes Beijing's rise in the world, offering a warm welcome despite sharp policy differences over Syria, Iran and economic issues.

But the U.S. reiterated longstanding concerns over human rights, which Obama described as a "critical issue."

Xi, who is expected to become China's leader in 2013, defended the communist-governed country's rights record over the past 30 years, but added: "Of course there's always room for improvement on human rights."

His comments, made at a State Department luncheon after meeting Obama at the White House, were similar to those made by President Hu Jintao ? the man he is slated to replace as Communist Party leader this fall ? during a state visit to Washington a year ago.

Underscoring the sensitivity of the rights issues among China's critics, a few hundred protesters marched outside the White House, waving Tibetan flags and calling for a free Tibet. They held signs proclaiming, "Xi Jinping: Tibet will be free." They shouted "Shame on Chinese government" and "Stop lying to the world."

But Xi's unusually long and high-level visit to the United States reflected the stature he is set to assume, and the importance the Obama administration puts on building ties with Beijing. Both sides stressed the importance of stable relations between the two global powers, and their ability to air differences without recrimination.

"We welcome China's peaceful rise," Obama said as the two men sat in the Oval Office. "We believe that a strong and prosperous China is one that can help to bring stability and prosperity to the region and to the world."

Obama said he looks forward to future cooperation.

A smiling Xi told Obama he wants to build on the past relationship between Obama and Hu and "deepen the friendship" between the people of the two countries.

"I hope to engage with a broad cross-section of American society during my current visit so as to deepen mutual understanding, expand consensus, strengthen cooperation and deepen the friendship between the Chinese and American people," Xi said, a reference to an itinerary that includes stops in Iowa and California.

Xi's visit is being closely watched because he will likely lead China over the coming decade. After becoming party leader, he is expected to replace Hu as president in 2013.

In the years ahead, the U.S. and China are likely to see their economic ties grow even as they are viewed increasingly as military rivals.

"We are not always going to see eye-to-eye. We are not always going to see things exactly the same, but we have very important economic and political concerns that warrant that we work together," Vice President Joe Biden said as the talks began at the White House.

Xi has impeccable Communist Party credentials as the son of a famed revolutionary, but is viewed as more able to make personal connections than Hu and more willing to step away from the traditional aloofness of Chinese high office.

While Xi's trip is unlikely to herald any policy changes it may signal his leadership style. Other than his genial demeanor, he revealed little in his rather staged appearances at the White House ? although Obama let on that Xi may take in an LA Lakers basketball game when he visit Los Angeles toward the end of his trip.

Later Tuesday, Xi was meeting with Defense Secretary Leon Panetta, who will be hoping to inject some vigor into halfhearted ties between their two militaries. Washington will need to convince a skeptical Beijing that an adjustment in U.S. foreign policy to emphasize the economically booming Asia-Pacific region is not aimed at containing the rise of China.

For its part, China needs to convince the U.S. and many Asian nations that they need not fear its two-decade military buildup.

Biden and Obama also discussed with Xi some thorny foreign policy issues, including North Korea, Iran and Syria. Last week China joined Russia in vetoing a U.N. Security Council resolution pressuring Syrian President Bashar Assad's government over its violent crackdown on opponents.

Xi said that a greater part of his discussions with Obama and Biden were on economic and trade issues. He said that the U.S. and China shared the view that the international economic and financial situation remains "grim." He said ensuring growth and promoting employment were high on the domestic agenda of both countries.

The key American concerns are the vast trade imbalance between the world's two largest economies, and Chinese trade rule violations. The U.S. also reiterated problems with intellectual property theft and the value of China's currency. The yuan has gained a little against the dollar in the past 1 1/2 years but still is viewed by Washington as undervalued to boost the exports that still drive China's economy.

With Obama vying for re-election this November, Republican presidential front-runner Mitt Romney is already accusing the incumbent of being soft on China at the expense of a still-fragile U.S. economy.

Alongside Xi, Obama stressed the "importance of working by the same rules of the road when it comes to the world economic system."

Xi said the U.S. and China should "strive for greater balance in trade and investment between the two countries."

Despite the wide array of issues at hand, U.S. officials see Xi's visit primarily as an investment in relationship-building, both on the personal level and to advance a three-year push for cooperative ties with Asia's emerging superpower.

After two days in Washington Xi will travel to Iowa, where he will meet those who hosted him when he visited the Midwestern state as a county official on a 1985 study tour. He then travels to Los Angeles to meet more business leaders.

Before clothes hit runway, designers test makeup (AP)

NEW YORK ? Once the clothing collections are nearly complete and the models who'll wear them have been chosen, it's time for designers to plan and test one other important part of the looks they present at New York Fashion Week: hair and makeup.

Across New York this week makeup artists and hair stylists are meeting with designers, deciding how their clothes translate into eye shadow shades and lock looks. For designer Jill Stuart, who debuted her fall collection Saturday at Mercedes-Benz Fashion Week, that meant a session to test hair and makeup three days before her runway show.

The process doesn't whiz by in a few minutes, like the quick clips on "Project Runway" and other TV shows. Instead it's a sometimes hours-long effort to get the exact look to accent the collection perfectly.

Stuart brought in two test models along with hair stylist Odile Gilbert for Kerastase Paris and makeup artist Diane Kendal, who used Stuart's cosmetics line.

Everyone, including several assistants, worked in a large, well-lit white-walled studio with garments from the collection hanging on silver clothing racks around the room. Two rows of platform high heels were lined up on shelves, waiting to be paired with specific outfits. A large bulletin board was pinned with pictures, many black and white, cut from magazines and books.

Stuart's fall line is moody, romantic and dark, with a color palette of black, navy, dark pink and purple.

"We spoke about two different tests, one with a more edgy, smoky black eye and pale, pale lip, and one with a pale lavender eye and soft pink lip," Stuart said. "I want the hair down. I want texture. I want kind of like you just woke up, very natural, very sexy, very cool."

Makeup artist Diane Kendal has dozens of colors to consider, from a light pink called "sweet marshmallow" to a bright red called "rouge kiss." She sets out more than a dozen different purple eye shadows, looking for the perfect shade. She uses her makeup brush, dabbing the powder on her hand to check the exact colors before applying it to the model's eyes.

Kendal's work station is a mix of drug store and fashion-week chic, with cotton swabs and tissue boxes next to tins filled with powders and glosses. As Kendal works on the model her assistant takes notes on the products. Later the assistant draws a picture of a woman's face and applies the actual cosmetics to the paper. Color copies of the drawing are passed out backstage so everyone knows what makeup to use.

At the same time, hair stylist Gilbert works with two assistants to curl and blow dry, twist, spritz and spray the models' hair.

"It's a strong woman, but a romantic side," Gilbert says, before using both of her hands to vigorously scrunch and shake the curls out of the model's hair, separating the pieces.

When the models are finished they both stand and Stuart comes in the room. The designer is surrounded by staff as she looks from one model to the other and back again.

"More romantic, that's prettier," Stuart says, pointing to one model. Adjustments are made, less body in the hair styles, more purple eye shadow, different lip color.

This same process goes back and forth a few more times before the final looks are chosen. A few days later, the behind-the-scenes planning will all come together as the models hit the runway, their hair and makeup a perfect complement for the clothes.

PFT: Giants' Bradshaw takes shot at Romo

512068_crop_650x440Getty Images

With 1,101 career receptions, former Vikings, Eagles, and Dolphins (yes, Dolphins) receiver Cris Carter is fourth on the all-time list, only one catch behind Marvin Harrison.? Carter ranks eighth in NFL history with 13,899 yards, and he?s fourth with 130 receiving touchdowns, behind only Jerry Rice, Terrell Owens, and Randy Moss.

But Carter never played in a Super Bowl, and he never had the kind of game-changing speed that forced defensive coordinators to always account for him.? While those facts could provide the basis for denying him entry into the Hall of Fame, concerns exist that Carter has been overlooked due not to his performance, but his personality.

Most in the media regard Carter as a jerk.? (In 11 years, I?ve encountered only one member of the media who doesn?t.)? And there?s growing concern that, when it?s time to cast the secret Hall of Fame ballots, those who are voting against Carter possibly are being influenced by their personal dislike for him.

Now, Howard Eskin of WIP and NBC 10 reports via Twitter that Carter failed to gain entry last weekend because of a voter who has ?personal problems? with Carter.? Eskin writes that this cost Carter four votes, and that Carter missed the mark by one.? In a subsequent Twitter entry, Eskin says that people close to Carter received this information from someone involved with the voting.

Eskin?s facts seem to be a little off.? First of all, Carter didn?t make it to the final five, so he couldn?t have been one vote away from getting in.? Though he may have been one vote away from supplanting one of the five modern-era finalists, Eskin painted with a much broader brush.

That said, a media source recently told me that one of the Hall of Fame voters was loudly complaining about Carter on one of the days preceding the vote.

The presence of only 44 voters coupled with an ultimate requirement that 80 percent of the voters provide the candidate a thumb?s up means that only eight ?no? ballots can keep a candidate out.? And even though the votes ultimately are kept secret, the system as currently constituted invites the same kind of back-scratching that routinely happens in the political process.

It would be naive to assume that this doesn?t happen with the Hall of Fame selection process, regardless of motivations.

Though expanding the pool of voters and insisting on a more diverse mix on the committee wouldn?t eliminate the possibility of agendas and biases and backroom deals, the ability of a small group of highly driven voters to essentially blackball a candidate would evaporate, if not disappear.

NASA Fixes Computer Glitch on Mars-Bound Rover (SPACE.com)

Engineers have fixed the glitch that caused a computer reset on the spacecraft carrying NASA's Curiosity rover shortly after it launched toward Mars in November, officials announced Thursday (Feb. 9).

The reset occurred on Nov. 29 ? three days after the Curiosity rover blasted off ? while the spacecraft was using its star scanner, a navigational tool. NASA engineers determined that the glitch was caused by a previously unknown idiosyncrasy in the memory management unit of the spacecraft's computer processor.

Researchers reconfigured a test computer on Earth, and the reset didn't recur after billions of runs. The mission team then made the software change on the spacecraft's computer last week and confirmed this week that the update was successful, NASA officials said.

"Good detective work on understanding why the reset occurred has yielded a way to prevent it from occurring again," mission deputy project manager Richard Cook, of NASA's Jet Propulsion Laboratory in? Pasadena, Calif., said in a statement. "The successful resolution of this problem was the outcome of productive teamwork by engineers at the computer manufacturer and JPL."

The Mars-bound spacecraft began normal use of its star tracker this week after the software update, and the instrument detected the Red Planet.

"Our target is in view," said JPL's Steve Collins, attitude control subsystem engineer for the spacecraft's cruise from Earth to Mars.

Curiosity, the centerpiece of NASA's $2.5 billion Mars Science Laboratory mission, is due to land at Mars' Gale Crater in early August of this year.

The 1-ton rover's chief aim is to gauge whether the Gale Crater area can, or ever could, support microbial life. Most of Curiosity's 10 different science instruments are built to help the rover answer this question.

As of 12 p.m. EST (1700 GMT) on Friday (Feb. 10), the Mars Science Laboratory spacecraft will have traveled 127 million miles (205 million kilometers) on its 352-million-mile (567-million-km) journey to Mars. At that time, it will be moving at about 17,800 mph (28,600 kph) relative to Earth and about 63,700 mph (102,500 kph) relative to the sun, researchers said.

Know about Insurance Auto Auctions

?

Cars are one of the most important possessions for every person around. Car is not just a symbol of status and reputation but it also serves the basic needs of people. That is the reason why people of different means plan to purchase cars that suit their budget. There are different ways of purchasing cars but one of the most popular ways is through the insurance auto auctions. This method is highly popular amongst those who wish to save cash and bring down the expense in a way that suits his budget. The auto auctions enable people to bypass the ordeal of paying the commissions of dealers. These dealers are the middle men whose commissions often shoot up the price of the cars to a great extent. Once you get to bypass the dealer?s commission you would have to pay only for what the car costs which makes the car highly reasonable.

Those people who have purchased car through auto auctions have benefitted from low rates of cars as these auctions reduce the rate by quite as much as 50% to 70% than the original price of the car.

These auctions are also known as the salvage auctions as the items sold here are actually those which are salvaged from defaulted people. But the fact that the person owning the vehicle is defaulted does not mean that the vehicle is no longer in a longer drivable or repairable condition. But the seller is offering the vehicle at a lower rate for the person prefers to earn profit from the car?s sale rather than by getting it fixed. Thus, the name of salvage auto auction.

Since, these auctions are not of much aid to the financial institutions, people like you and me can enjoy the benefit of purchasing these vehicles at a much lower rate than their actual market value.

Only because these institutions consider their vehicles to be burdens you can benefit from the option of purchasing these vehicles at a much lower rate. You can now have your dream vehicle at a much cheaper rate which would enable you to save up and enjoy the benefits of driving this dream car both at the same time! This entire arrangement makes the salvage auto auctions one of the best places to purchase cars at low rates. Though you might have to repair the car after purchasing it, the cost that you would incur would be nothing when compared to the amount of money that you need to spend for buying brand new cars. Even the slightly used cars would cost you much more than buying cars from auctions.

This scheme has grown highly popular in recent times and most people are making most of this offer. The financial institutions are trying to benefit from this new trend by making profits from it. There are many companies which are making good use of this opportunity which rises from selling the salvaged cars. The concept of salvage auctions have become so highly popular that online auto auctions selling salvage cars have gained huge popularity.

If you are on a modest budget, you can go for these types of auctions in order to make the most of the money that you can spend on purchasing of cars. But then before you decide to purchase anything, it is imperative to take the advice of a mechanic. These people would be able to guide you efficiently in your buying decisions. They would be able to ascertain whether you are taking the correct decision by going for a particular vehicle and whether you are getting your money?s worth.

Sources: Pentagon rules shift on women in combat (AP)

WASHINGTON ? The Pentagon is unveiling plans Thursday to allow women to serve in thousands of military jobs closer to the front lines, reflecting the realities of the last decade of war in Iraq and Afghanistan.

Defense officials say the new rules will still mean that woman are barred from serving as infantry, armor and special operations forces ? considered the most dangerous combat jobs. But the changes will open the door for more opportunities and promotions for women by allowing them to perform jobs they are already performing, but in battalions, which are closer to the fighting and once considered too dangerous for women.

A 1994 combat exclusion policy bans women from being assigned to ground combat units below the brigade level. A brigade is roughly 3,500 troops split into several battalions of about 800 soldiers each. Historically, brigades were based farther from the front lines and often include top command and support staff, while the battalions are usually in closer contact with the enemy.

In the past decade, the necessities of war propelled women into jobs such as medics, military police and intelligence officers, and they were sometimes attached ? but not formally assigned ? to battalions. So while a woman couldn't be assigned as an infantryman in a battalion going out on patrol, she could fly the helicopter supporting the unit, or move in to provide medical aid if troops were injured.

The officials said the new rules will formally allow women to work in those jobs at the battalion level.

"We believe that it's very important to explore ways to offer more opportunities to women in the military," Pentagon press secretary George Little said Thursday. "This review has been thorough and extensive," with input from all branches of the military.

Little said that even after the new policy takes effect, the Pentagon will continue to search for ways to open up additional positions to women in the military.

The latest changes, which open up as many as 14,000 additional jobs for women, would have the greatest effect on the Army and Marine Corps. Those two services ban women from more jobs than the Navy and Air Force do, largely because of the infantry positions.

Defense officials spoke about the report on condition of anonymity because it had not yet been publicly released. The report will be sent to Congress Thursday, and if lawmakers take no action after 30 work days, the policy will take effect.

Though numbers vary by service branch, women make up more than 14 percent of the nation's armed forces ? that's roughly 200,000 women in the active duty force of 1.43 million. There long has been opposition to putting them in combat, based on questions of whether women have the necessary strength and stamina, or whether their presence might hurt unit cohesion. There also have been suggestions that the American public would not tolerate large numbers of women coming home from war in body bags.

But the wars in Iraq and Afghanistan, where battlefield lines are scattered and blurred, and insurgents can be around every corner, have made it almost impossible to keep women clear of combat. Some 280,000 women have been sent to Iraq, Afghanistan or to jobs in neighboring nations in support of the wars, roughly 12 percent of all those who have served there. Of the more than 6,300 who have been killed, 144 were women.

Retired Army Lt. Col. Robert Maginnis said he doesn't see how the new policy helps the national security of the country.

"This does not dismiss the sexual tension issues, nor does it dismiss the differences physiologically between men and women in terms of cardiovascular fitness," Maginnis said.

The Service Women's Action Network's response was mixed.

"On the plus side, this is a huge step in the right direction," said Anu Bhagwati, former Marine Corps captain and executive director of the network. However, she said it was "extremely disappointing" that the ban would continue on women becoming infantry.

"To continue such a ban is to ignore the talents and leadership that women bring to the military, and it further penalizes servicewomen by denying them the opportunity for future promotions and assignments that are primarily given to personnel from combat arms specialties."

"It's time military leadership establish the same level playing field to qualified women to enter the infantry, special forces and other all-male units," Bhagwati said.

The Pentagon report, which initially was due out last spring, comes nearly a year after an independent panel called for the military to lift its ban on women in combat. The Military Leadership Diversity Commission said the Pentagon should phase in additional career fields and units that women could be assigned to as long as they are qualified.

Prior to these new changes, a woman serving as a communications or intelligence officer could formally be assigned to a brigade, but not to the smaller battalion. The military has gotten around those rules by "attaching" women in those jobs to battalions, which meant they could do the work but not get the credit for being in combat arms.

And since service in combat gives troops an advantage for promotions and job opportunities, it has been more difficult for women to move to the higher ranks.

While the new rules won't open up the Navy SEALs or the Army Delta Force to women, some defense officials have said the military may eventually be open to that. Former Defense Secretary Robert Gates told North Carolina ROTC students in 2010 that at some point there would be careful steps in that direction.

Already, however, women are serving with special operations forces in support jobs such as intelligence analysts, legal specialists, builders and administration assistants.

In a new program gaining popularity in Afghanistan, women are serving on so-called cultural support teams that go out with commando units. The women on the teams are used to do things that would be awkward or impossible for their male teammates, such as talking to or frisking burqa-clad women.

World News - US shutters embassy in Syria, withdraws all personnel

Reuters

Anti-government protesters burn tires during a demonstration against Syrian President Bashar Assad's regime in the town of Daraa, near Damascus, on Monday.

By msnbc.com staff and news services

Updated at 11:50 a.m. ET: Britain's has recalled its ambassador to Syria to discuss the ongoing violence in that country, Foreign Secretary William Hague told lawmakers on Monday

The move followed the United States' announcement that it has withdrawn all embassy personnel and their family members from Syria, and comes amid escalating international pressure on the Bashar Assad regime, which is in the midst of a worsening crackdown on protesters.

Hague also said:

"The Syrian regime has deployed snipers, tanks, artillery and mortars against civilian protestors and population centers, particularly in the cities of Homs, Idlib, Hama and Deraa.?

Thousands of Syrians have endured imprisonment, torture and sexual violence - including instances of the alleged rape of children - and the humanitarian position is deteriorating.

This is an utterly unacceptable situation which demands a united international response."?

Updated at 9:35 a.m. ET: "All official U.S. embassy personnel and their family members have departed" Syria, the U.S. State Department says in a statement released on Monday.

The U.S. has told the Syrian government that it "suspended all embassy operations" and had withdrawn Ambassador Robert Ford because of the ongoing violence and worsening security situation.

Hillary Clinton lambastes 'travesty' of UN veto on Syria

The State Department warned late last month that it would close the embassy unless security concerns were addressed.

"We, along with several other diplomatic missions, conveyed our security concerns to the Syrian government but the regime failed to respond adequately,'' State Department spokeswoman Victoria Nuland said in a statement.

"We continue to be gravely concerned by the escalation of violence in Syria caused by the regime's blatant defiance of its commitments to the action plan it agreed to with the Arab League," the statement added.? "The deteriorating security situation that led to the suspension of our diplomatic operations makes clear once more the dangerous path Assad has chosen and the regime's inability to fully control Syria."

Syrian rebels gather in an alley as they try to protect a nearby demonstration in Idlib on Sunday. The graffiti on the wall above them reads: "behave, stranger."

Updated at 9:15 a.m. ET: The Associated Press is reporting that the United States is closing its embassy in Damascus and pulling American diplomats out of Syria as Bashar Assad's government escalates its 10-month crackdown on protesters.

Activists have said they fear that the Saturday decision by Russia and China to block a U.N Security Council resolution on Syria will embolden Assad's regime. Some worry that Syria's turmoil will move into even a more dangerous new phase that could degenerate into outright civil war.

Updated at?5:11 a.m. ET: Syrian troops shelled neighborhoods in the restive city of Homs on Monday, a day after President Bashar Assad's government vowed to continue its deadly crackdown on the country's uprising, activists said.

The bombardment comes two days after another attack on the central Syrian city that activists say killed 200 people, the highest death toll reported for a single day in the 11-month uprising.

The Local Coordination Committees activist group said Monday's bombardment hit a makeshift hospital in the tense neighborhood of Baba Amr, causing casualties.

More than 200 people have been killed in Syria's crackdown this weekend. NBC's Ayman Mohyeldin reports.

The Syrian National Council opposition group said a total of 50 people were killed Monday in the?sustained assault on several districts of the city.

"The regime is acting as if it were immune to international intervention and has a free hand to use violence against the people," the?group's Catherine al-Talli told Reuters

Activists say they fear that the Saturday decision by Russia and China to block a U.N Security Council resolution on Syria will embolden Assad's regime. Some fear that Syria's turmoil will move into even a more dangerous new phase that could degenerate into outright civil war.

Philippe Bolopion, U.N. director at Human Rights Watch, described the veto as "a betrayal of the Syrian people."?

Tim Marshall, foreign affairs editor of Britain's Sky News, said that it was now "almost impossible to see" how the situation could be solved diplomatically.

"This will be settled by violence," he said.

On Sunday, the commander of rebel soldiers said force was now the only way to oust Assad, while the regime vowed to press its military crackdown to bring back stability to the country.

"We did not sleep all night," Majd Amer, an activist in Homs, said by telephone. Explosions could be heard in the background. "The regime is committing organized crimes."

Amer said shelling of his neighborhood of Khaldiyeh started at 3 a.m., and most residents living on high floors either fled to shelters or to lower floors. He said electricity was also cut.

Homs has been an epicenter of Syria's uprising.

'Controlled demolition' for Assad?
Meanwhile, Reuters reported that Russia may be seeking a "controlled demolition" of Assad's rule to save its sole major foothold in the Arab world against Western rivals when its foreign minister and spy chief hold rare talks in Damascus this week.

Moscow announced the high-stakes mission hours on Saturday hours before Russia and China, in a move that outraged much of the world and Syria's opposition, vetoed?the U.N. Security Council resolution.

Russian Foreign Minister Sergei Lavrov said he would travel to Syria on Tuesday along with Foreign Intelligence Service Director Mikhail Fradkov for talks with Assad.

Lavrov revealed nothing about their purpose, but a Foreign Ministry statement on Sunday indicated he and Fradkov would at least press Assad, who has ruled out resigning and rejected his opponents as "terrorists," to make compromises.

President Dmitry Medvedev ordered the mission, it said, because Russia "firmly intends to seek the swiftest stabilization of the situation in Syria on the basis of the swiftest implementation of democratic reforms whose time has come."

President Barack Obama calls for Syrian President Bashar Assad to step down following a crackdown in Syria that lead to the deaths of over 200 people. NBC's Mike Viqueira reports.

After a veto that angered the West and deepened the resolve of Assad's foes, Russia faces a daunting task: how to leverage longstanding ties with an embattled Syrian leader into traction firm enough to keep Russia from losing its most solid arena of influence in the Middle East.

Billions of dollars in arms contracts
Moscow could be tempted to play for time by seeking to shore up Assad, whose government has billions of dollars worth of contracts for Russian arms and hosts a naval maintenance and supply facility on its Mediterranean coast that is Russia's only military base outside the former Soviet Union.

But many analysts say Moscow's veto was driven less by love for Assad or hope of a return to Syria's pre-conflict status quo than by Prime Minister Putin's desire to show -- as he seeks a six-year term in a March presidential vote -- that he will defy Western efforts to impose political change on sovereign states in regions of big power competition.

"Russia's overwhelming objective is to salvage something from the wreckage of the Assad regime and contain Western influence in its most important Arab ally," said Shashank Joshi, an associate fellow at Britain's Royal United Services Institute, a military think-tank.

With Assad facing growing pressure from the West, Arab states and his opponents at home, Moscow's best hope of maintaining influence may be "a controlled demolition, of sorts - a managed transition to a new regime, shorn of Bashar but built around the loyalists of the Assad dynasty," Joshi said.

There are problems with that approach, however.

'Influence'
By twice vetoing U.N. resolutions that would have condemned Assad, and resisting pleas from visiting Syrian opposition groups to join calls for his resignation, Moscow may have ruined any remaining chance it had of being accepted by the opposition. A superficial shakeup would do little to change that.

But Ghassan Ibrahim, a Syrian dissident who heads the London-based Global Arab Network, a web-based news and information service, said that if Russia could secure the exit of Assad and of senior military and security officers associated with torture, Syrians would judge Russia's role as acceptable.

"The Russians think Assad's days are over and they are thinking about how to safeguard their position in the region," said Ibrahim. "Syria is their only door into the region and it gives them influence. They need to protect it. But do they have enough power to manipulate Assad (to step down)?"

Building a House to Fit Local Climate Conditions - Article :: Networx

Before the invention of central heat and air conditioning, people generally built houses that were designed to be as comfortable and durable as possible for their specific climate.? In hot climates, they built overhangs to shade windows and protect from rain, high ceilings to let the hot air rise above the people, porches to sit out on when it was hot, and big windows to let in breezes.? In cold climates, overhangs were smaller to let more sun shine into the house.? In dry, desert areas, houses were made of masonry that would absorb heat during the day, releasing it at night.

?

When we started heating and cooling our homes, all those smart decisions fell by the wayside and we started building any type of house anywhere ? southern cottages in the north, southwest adobe-style homes in the south, and on and on.? However, appropriate roofing in Phoenix is not synonymous with appropriate roofing in Baltimore. What we are finding is that a house style in the wrong climate can lead to more energy use, and reduced comfort and durability.?

?

For example, in the hot, rainy south, small or no overhangs let too much water hit the walls of the house, which causes premature deterioration and lets in too much sun on hot days.? Big overhangs in the north don?t let enough of the sun?s heat on cold days.? This illustrates that thinking about where you are when you decide what kind of house to build is an easy way to make a better, greener house that will be cheaper to operate, more comfortable, and last longer ? and none if this has to cost you a dime extra.? Just make the right decisions early in the process.

?

Here are some guidelines for climate-friendly roofing and window placement:

?

  • If you get a lot of rain where you live, design your house with overhangs and simple roof designs to keep water from backing up into the attic and keep it off the walls.?
  • If you get a lot of snow, a steep roof will allow the snow to slide off quickly instead of building up.?
  • In almost all climates, avoid west-facing windows ? they heat up the house at the end of the day and can overheat during even cold weather.? I have seen homes that need to turn on the air conditioning in the winter because too much sun comes in.?
  • In cold climates, don?t put too many windows on the north side, especially if you get a lot of wind from that direction ? they will lose a lot of heat.?
  • Put a lot of windows on the south side of the house all climates, making sure to shade them with overhangs to keep out the heat during hot months.? Put in windows that open easily, with screens if you live in a buggy area.? Then open them (and turn off the AC) when the weather is nice.? You don?t need to heat or air condition your house every minute of every day.? Take advantage of natural heating and cooling, save money, and enjoy the day.

?

If you build or renovate your house to fit your local climate conditions, you can save energy, save money on maintenance, and be more comfortable year round.? Why more people don?t do it is beyond me.

Improve Your Confidence And Self Esteem
